Yevgeny Prigozhin, who orchestrated a mutiny in June, led his troops from Ukraine to seize the southern Russian city of Rostov on Don and posed a threat to Moscow. This standoff with Russian military leaders over the Ukraine conflict was resolved through an agreement permitting Wagner troops to relocate to Belarus or join the Russian army.
